Churchwardens’ accounts for the Parish of Frome survive from the mid 17th century. J.O. Lewis, a noted local historian, acquired two volumes of the accounts, for 1679-1702 and 1727-34, and these are now held at Somerset Record Office. Other material is still at St John’s, Frome, and transcripts of some rates are held by Frome Local History Museum.
The accounts are more or less in chronological order and contain:
· the names of parish officers chosen each Easter at meetings of the Vestry presided over by the Vicar
· lists of the rates to be collected from landholders to meet payments to the poor and other parish expenses
· records of regular and extraordinary payments to the poor
· records of decisions by the Vestry as to how often rates should be collected for each year
· records of incidental expenses, including expenditure by the parish constables
· statements of income and expenditure certified by local Justices of the Peace
· miscellaneous material connected with parish finances.
Lewis made notes from the two volumes of Churchwardens’ accounts as well as from other material he had access to, and he began to collate the valuation lists from the later period. Entries for the Town Tithing for surnames beginning A-R are taken from Lewis’s notes; surnames beginning S-Y and entries for the East and West Woodlands Tithings are from my transcriptions of the original volume. As soon as you begin to use a questionnaire or tabulate data, the complexities of the material struggle with the order you seek to impose on it. To collect subsidies for the poor as fairly and consistently as possible Parish Overseers of the Poor drew up lists of chargeable properties and collected the rates for their tithing as often as the Vestry decided. At first there were only a few dozen ratepayers, but by the end of the 17th century the town was an important centre of the woollen cloth industry and parochial finance became increasingly complex. The account books show humanity contending with concern to restrict expenditure: some ratepayers are excused additional payments because they are old or poor, while at one point the Justices of the Peace insist that payments should only be made in proper form from the table in the church.
In the second half of the 18th century the rate books show clearly who occupies and who owns each property and where it is, but in this period things are much less formal. The pages of the account books have four columns, the first for the Christian name of the ratepayer, the second for surname and a reference to the property, and the third and fourth the shillings and pence at which it was rated. In addition, a few ratepayers were charged for ‘stocks’: these are shown at the end of each tithing. Until 1695 the rating lists are set out by locality, and after that more or less alphabetically by surname within the three tithings.
The lists are laconic working documents which do not waste words, and there is considerable ambiguity in some entries.
· The Overseers probably knew many of the people and properties they were referring to. They knew who and what they meant and were writing for local associates, not for remote posterity. by contrast, the stewards of the major local landowners such as Viscount Weymouth and the Earl of Cork were professional managers working not from year to year, but from century to century and generation to generation and with the possibility of future legal challenge. This contrast is highlighted in the long-running dispute between the Vicar of Frome and Squire Champneys of Orchardleigh, who successfully prosecuted his claim to the advowson of Frome – the right to appoint the Sexton.
· Names are largely spelt as they sounded to the writer at the time, hence Alchild/Archild, Due/Dew, Kevil/Keyfield/Cafell, Rossiter/Roster, Sutton/Sudden. The handwriting on occasion leaves room for interpretation, and capitals are often used arbitrarily. Contractions and abbreviations are used regularly for Christian names, titles and for ‘part of’ (pt) and ‘late’ (Lt).
· Incoming Overseers interpreted the previous year’s list as they found it. In some cases there are obvious mistranscriptions and omissions which persist and are even logically developed in subsequent years. Thus, “Lt Austin’s Farm” becomes transformed into “St Augustin’s Farm”.
· Properties were generally known at this time by recent owners (or occupiers). A landholder might take on an extra piece of meadow in good times and give it up again it if a couple of his cows died. Some names go back to ancient times, such as Bradford’s Bridge and Cottle’s Oak; others appear for the first time in the pages of the account books. Most land in Frome was still held on long leases from big landowners, but prosperous traders and farmers were increasingly freeholders as well. Decisions about who should pay rates seem to have been fairly ad hoc at times.
· There was extensive new building, reconstruction and division and amalgamation of landholdings during this period. There is ambiguity and confusion about who owns or occupies plots. A name is sometimes tacked on to the end of a property for years on end, e.g. Wm Pobjoy Lt Edwards Jos. Baber. In some cases this seems to refer to a temporary occupant, but in others it anticipates a change of ratepayer. Sometimes two people seem to be rated for the same property, while others are mysteriously omitted for a year or more. On occasion deceased ratepayers appear in the lists.
· Two people with the same name are sometimes distinguished by adding ‘Junr/Senr’ or a trade or abode. Thus Rd Turner of Bartley, Hy Allen Dyear and John Morgan (Chandler) indicate who is intended; but these usages are not consistent. It is sometimes unclear whether an entry of this kind refers to a trade or to a person (Henry Dyer, Thomas Chandler) who bore the same name.
· It is not always clear whether a name refers to a person or place. When Richd Pobjoy is rated 1s 2¼d for ‘pt of Langlys Lt Jenkins's Caiford’, does this mean that the property was in Keyford, or that a member of the Cayford family occupied it?
I have certainly corrupted data in the process of transcribing and tabulating them, and Lewis and the Overseers before him probably did so as well. The table below should be regarded as at best a secondary source and where possible compared with others – Parish Register entries, wills, Longleat and other local deeds, land tax valuations and so on.
