In 1711 sixty-nine landholders of the Parish of Frome petitioned Viscount Weymouth, noting that "Wire-drawers Card-makers and Clothiers of Froome and the parts adjacent" were seeking leave to bring a bill in the House of Commons to prevent the selling of old wool cards. This reduced the outlay involved in making cloth, at the cost of quality as the cardholders argued. The petitioners maintained that such a bill would be "of very great benefit to your Petitioners in lessening the rates to the poor of the said parish by keeping the greater part thereof imployed in the manufacture of makeing new cards" and humbly begged his "favour and interest for the procureing an Act of Parliament"
